Director of Strategic Planning & Development
FHLBank Topeka’s seeks an individual with strong financial analysis or capital market experience to plan and direct the Bank's long-term strategic planning process. This includes facilitation of planning sessions with the board of directors and senior management and completion of the annual strategic business plan. Incumbent will work closely with senior management to understand and analyze long-term issues facing the Bank and the financial industry to identify opportunities for growing revenue, decreasing expenses, and decreasing risk based upon the Bank's long-term strategic plan. This position is located in Topeka, Kansas.
Qualifications:
Bachelor’s degree required preferably in finance, accounting or economics, master’s degree or CFA preferred, and 8 to 10 years of related experience.
· Strong financial analysis and research experience and knowledge of the financial industry to include the Federal Home Loan Bank System.
· Excellent communication and presentation skills with the ability to present non-conventional ideas.

Director of Fixed Income
Employees Retirement System of Texas (ERS) serves over 300,000 active and retired members and their beneficiaries. The ERS Trust Fund includes $22.12B in assets, managed approximately 78% internally and 22% through external advisors. Fixed income investments currently total $8.4B. Only the U.S. Corporate High Yield portfolio (about $250MM) is managed externally. All fixed income portfolios reported positive returns for the fiscal year ended August 2011.
Position Responsibilities
Reporting to the Deputy Executive Director of Investments (DEDI), the Director of Fixed Income provides oversight of funds allocated to the fixed income markets, including oversight of both externally advised and internally managed fixed income portfolios. The Director of Fixed Income manages a staff of six, including two portfolio managers, a cash manager, and three research analysts.
Qualifications
Advanced degree in business, finance, economics or accounting is preferred, as is a CFA or MBA. Substantial experience in cash management and fixed income investment management is required, preferably with a “buy-side” institutional investment organization. Strong understanding of macroeconomics and “top down” economic analysis is also required.
